ProkopenkoSergey Borisovich (born October 20, 1986, in Taganrog, Rostov Region, RSFSR, USSR) is a notable figure within the structure of the terrorist organization Donetsk People’s Republic (DPR). He held the position of First Deputy Chairman of the People’s Council of the DPR during its first convocation. From May 20, 2022, to September 20, 2023, he served as the Deputy Chairman of the People’s Council of the DPR. Prokopenko is a deputy of the People’s Council of the DPR for both the first (2015–2018) and second convocations (from 2018 onward). He also serves as the coordinator of the All-Russian political party “United Russia” in the DPR and is the founder of the United Russia humanitarian center in the region. In addition, he holds the position of First Deputy Secretary of the Donetsk regional branch of the party.
Prokopenko received his education at the Taganrog College of Marine Instrumentation, graduating in 2006 with a specialty in programming and technical engineering. In 2016, he graduated with honors with a bachelor’s degree from Rostov State University of Economics, and in 2019, he completed a master’s degree in law, also with honors. In 2023, he graduated from the Russian Academy of Public Administration under the President of the Russian Federation, specializing in public and municipal administration.
Between 2008 and 2014, Sergey worked in various government institutions. Since 2014, he has actively supported the Anti-Maidan movement and advocated for the protection of the Donbas People’s Republics.
In February 2022, Prokopenko voluntarily joined military service in the Sparta Reconnaissance Battalion, where he was appointed as a reconnaissance company commander and later discharged with the rank of captain to assume a state civil service role.
On April 8, 2022, amid Russia’s intervention in Ukraine, Prokopenko was placed under sanctions by the European Union for participating in actions that destabilized the situation in Ukraine. On April 26, 2022, Canada added him to its sanctions list for involvement in violations of Ukraine’s sovereignty. Similar sanctions were imposed on him by the United Kingdom, Switzerland, Ukraine, and Japan.
