Collaborator: Who They Are and What Law Violations They Commit

    Definition of a Collaborator

In Ukraine, collaborators are individuals who consciously cooperate with the occupiers, support armed aggression against Ukraine, spread propaganda in favor of the aggressor country, and conduct referendums in occupied territories. This also includes those who provide housing, food, or information to the occupiers, as well as employees of illegal authorities in temporarily occupied territories.

    What Actions Qualify as Collaboration?

The following actions are considered collaboration:

    1. Public denial of armed aggression against Ukraine.
    2. Propaganda and agitation in support of the aggressor country’s actions.
    3. Cooperation with occupation authorities, including voluntary work in their administrative bodies.
    4. Participation in organizing elections and referendums in occupied territories.
    5. Providing material resources or other assistance to the occupiers.
    6. Spreading Russian propaganda in educational institutions and attempts to introduce educational standards of the aggressor country.

    Punishment for Collaboration

Ukrainian laws prescribe severe penalties for collaboration. According to Article 111-1 of the Criminal Code of Ukraine, individuals found guilty of such actions can face up to 15 years of imprisonment, and in the most severe cases, life imprisonment. Collaborators may also be deprived of the right to hold certain positions or engage in specific activities for up to 15 years.

Where and How to Report Information About Collaborators

Information about potential collaborators can be submitted to Ukrainian law enforcement agencies. This can be done by contacting local police stations, the Security Service of Ukraine (SBU), or using special hotlines and online platforms designed for collecting information about violations in occupied territories. The Ministry of Internal Affairs of Ukraine conducts a thorough review of all received data before making decisions.

How to Safely Report Information About Collaborators

Reporting information online requires specific precautions, especially if you are in occupied territories. Here are some tips to help maintain anonymity and safety:

    Using VPNs

A VPN (Virtual Private Network) helps conceal your real location and encrypt internet traffic, making your online activities more anonymous. It is advisable to use reliable and trusted VPN services that do not log user activity. Popular VPN services include NordVPN, ExpressVPN, and CyberGhost.

    Deleting History and Chats

After submitting information, be sure to delete chat histories and messages. Clear your browser history and remove any files that could compromise you. In messengers like Telegram or WhatsApp, use the “secret chat” feature that allows you to set a timer for message deletion.

Safe Transmission of Information in Occupied Territories

    1. Use Secure Communication Channels: For transmitting data, choose encrypted messaging services (Signal, Telegram, WhatsApp). For maximum security, avoid sending information from your everyday devices if possible.
    2. Avoid Direct Mentions: Try not to mention specific names or locations in your messages.
    3. Delete Data After Sending: Immediately delete messages and related files after sending.
    4. Be Cautious with Photos and Videos: Images may contain metadata with location information. Ensure this data is removed.
