Chertkov Andrey Gennadievich (born April 9, 1969, in the village of Shatki, RSFSR) is a Russian entrepreneur and government official, also a member of the terrorist organization Donetsk People’s Republic (DPR).
He served as the head of the Kstovo District from November 18, 2020, to July 2, 2022. Previously, from March 23, 2017, to October 7, 2020, he held the position of Minister of Energy and Housing and Communal Services of the Nizhny Novgorod Region.
Chertkov received his education from Nizhny Novgorod State Pedagogical University, specializing in “Physics and Astronomy Teacher.” He began his career by serving in the Soviet Army in Poland from 1987 to 1989. In 1996, he founded a company specializing in plastic window production, LLC “BAM.”
From April 12, 2010, he served as the acting head of the Prioksky District Administration and officially took on the role from December 15, 2010. In April 2013, he became Deputy Head of the Nizhny Novgorod Administration, and from July 22 to December 23, 2015, he temporarily headed the Nizhny Novgorod Administration. From August 3, 2016, he was appointed Deputy Minister of Energy and Housing and Communal Services of the Nizhny Novgorod Region, and from March 22, 2017, to October 7, 2020, he served as Minister of this department.
In 2022, he joined the terrorist organization Donetsk People’s Republic, where he served as Minister of Coal and Energy of the DPR from July 2, 2022, to May 16, 2023, and as Deputy Chairman of the DPR Government from November 11, 2022, to May 16, 2023. Since May 16, 2023, he has been performing the duties of First Deputy Chairman of the DPR Government.
On September 29, 2022, amid the Russian aggression against Ukraine, he was added to the Canadian sanctions list of “regime supporters” due to his involvement in supporting fake referendums. He is also subject to sanctions from Ukraine, the United Kingdom, and New Zealand.
