Born on October 16, 1967, in Moscow. He is a Lieutenant General of the Armed Forces of the Russian Federation, commander of the 58th Army (Vladikavkaz) of the Southern Military District of the Russian Armed Forces (Rostov-on-Don), a deputy of the State Duma of the Russian Federation from the “United Russia” party. From the fall of 2014 to the spring of 2015, he actively participated in the creation and coordination of combat operations of Russian occupation forces in eastern Ukraine.
He is suspected of committing particularly serious crimes against the national security of Ukraine, peace, and international order, making him a war criminal. Gurulyov was a participant in the Russian military aggression against Ukraine that began on February 24, 2022, and is implicated in the genocide of the Ukrainian people.
After attacks on the energy infrastructure, Gurulyov called for the destruction of Ukraine’s banking system with the aim of creating chaos and depriving Ukrainians of jobs and means of subsistence.
