Podlipayeva Svetlana Mykolayivna (born September 16, 1968, in Luhansk) is a collaborator who voluntarily took a position related to the performance of organizational, administrative, or economic functions in illegal authorities created in the temporarily occupied territory. She is currently the Deputy Chair of the Government of the Luhansk People’s Republic and publicly supports the aggression of the Russian Federation against Ukraine.
She studied at secondary school No. 49 named after Yu. A. Gagarin. She graduated from the Industrial and Economic Technical School and later from the Voroshilovgrad Machine Engineering Institute.
With the onset of the invasion by Russian occupiers in Ukraine, she found herself among those traitors and accomplices of the occupation regime who switched to the enemy’s side in the early days of the war.
Since 2015, she has been the Deputy Minister of Economic Development and Trade of the LPR.
In December 2018, she was appointed Acting Minister, and in January 2019 — Minister of Economic Development of the Luhansk People’s Republic.
In the summer of 2023, she was appointed Deputy Chair of the Government of the Luhansk People’s Republic.
In her role as Deputy Chair of the Government, Svetlana Podlipayeva oversees the activities of the financial and economic sector, which includes:
Ministry of Finance of the LPR;
Ministry of Economic Development of the LPR;
Ministry of Property and Land Relations;
Committee for Competitive Policy of the LPR;
Service for Financial and Budgetary Control of the LPR.
Svetlana Podlipayeva has been charged in absentia with:
– Committing treason, namely: actions intentionally committed by a citizen of Ukraine to the detriment of the sovereignty, territorial integrity, inviolability, defense capability, and state security of Ukraine; switching to the enemy’s side during an armed conflict, committed under martial law, providing assistance to a foreign state, foreign organization, or their representatives in conducting subversive activities against Ukraine, that is, committing a crime under Part 2 of Article 111 of the Criminal Code of Ukraine.
– Voluntarily occupying a position related to the performance of organizational, administrative, and economic functions in illegal authorities created in the temporarily occupied territory, particularly in the occupation administration of the aggressor state, that is, committing a crime under Part 5 of Article 111-1 of the Criminal Code of Ukraine.
