Born on June 2, 1970, in Dnipro, is a former Ukrainian entrepreneur who is currently evading Ukrainian authorities in the Russian Federation. He is accused of state treason for cooperating with Russia and collaborationism.
In the past, Tsarev was a member of the Ukrainian Parliament (Verkhovna Rada) during the IV-VII convocations, representing the Party of Regions faction since December 2012, and was an active participant in the Committee on Agricultural Policy and Land Relations. He also held a position in the Political Council of the Party of Regions. Shortly before the 2014 Ukrainian presidential elections, he decided to withdraw his candidacy. Tsarev’s pro-Russian views and separatist activities often drew criticism.
According to a decision of the Verkhovna Rada of Ukraine in June 2014, measures were taken to hold Tsarev criminally responsible, but he was later released on bail. It is also known that he held the position of “speaker of the parliament” of the so-called Novorossiya, an entity comprising territories under Russian control that Ukraine qualifies as terrorist.
Following the Russian invasion of Ukraine in March 2022, Tsarev is suspected of collaborating with Russian occupiers. In September 2022, the Security Service of Ukraine (SBU) announced suspicions against him for state treason and illegal border crossing.
