Rushchak Volodymyr Mykhailovych (born on September 2, 1971, in the city of Kramatorsk, Donetsk region) is a traitor to the homeland and an employee of the occupation authorities in the temporarily occupied territories of Ukraine. He currently holds the position of Deputy Chairman of the Government — Minister of Industry and Trade of the so-called DNR.
Volodymyr Rushchak previously worked in the Ministry of Coal Industry of Ukraine.
In 2013-2015, Volodymyr Rushchak headed the National Accreditation Agency of Ukraine (NAAU), a body that issues permits to private companies for certifying domestic goods according to EU standards.
While in office, he organized a corruption scheme by registering a shell company and forcing businessmen who applied to NAAU for licenses to order consulting services from this shell company. In other words, he took bribes not directly, in an envelope, but through his commercial structure.
In 2015, law enforcement authorities opened a criminal case for corruption, but Rushchak escaped prison by fleeing to ORLO.
Since March 20, 2020, he has served as the Minister of Industry and Trade of the so-called DNR, having previously held the position of Deputy Minister of Industry and Trade of the DNR, and later — Deputy Chairman of the Government and Minister of Industry and Trade of the DNR.
In his role, he organizes the licensing of new developments and the modernization of military equipment, weapons, and ammunition for the needs of the occupation administration in Donetsk region. In doing so, he supports the invasion of Ukraine and the temporary occupation of its territories.
Rushchak is accused of encroaching on the territorial integrity and inviolability of Ukraine and participating in a terrorist organization (Part 2 of Article 110, Part 1 of Article 258-3 of the Criminal Code of Ukraine).
The indictment against him has been submitted to the Selydove City Court of Donetsk region for trial.
