Kostrubitsky Aleksey Aleksandrovich, born August 24, 1978, in Vasylkiv, Kyiv Oblast, is a military figure and a key member of the terrorist organization Donetsk People’s Republic (DPR). He currently holds the position of Head of the Ministry of Emergency Situations of the DPR, holds the rank of Lieutenant General of Internal Service, and was awarded the title of Hero of the DPR in 2022.
After completing his studies, he began his career in Donetsk Oblast, where he served as Deputy Head of the Main Directorate — Head of the Resource Provision Department of the Main Directorate of the State Emergency Service of Ukraine in Donetsk Oblast. At that time, he held the rank of Lieutenant Colonel of Civil Protection Service.
Since November 12, 2014, Aleksey Aleksandrovich has been the Minister of Civil Defense, Emergency Situations, and Disaster Response of the Donetsk People’s Republic. He also received training at the Academy of the State Fire Service of the Ministry of Emergency Situations of Russia.
Due to his support for Russian aggression and violations of Ukraine’s territorial integrity in the context of the Russian-Ukrainian conflict, Aleksey Aleksandrovich is under international sanctions imposed by 27 European Union countries, as well as the United Kingdom, the United States, Canada, Switzerland, Australia, Japan, Ukraine, and New Zealand. These sanctions are due to his activities aimed at destabilizing Ukraine.
