Kovalov Pavlo Vyacheslavovych

Kovalov Pavlo Vyacheslavovych (born July 4, 1976, in Voronezh) is a Russian occupier, a member of a terrorist organization, who was appointed Deputy Head of the Government of the terrorist organization LNR created by fascist Russia in March 2024.

In the so-called LNR, Kovalov oversees the Ministry of Natural Resources and Ecology, the Ministry of Agriculture and Food, as well as investment issues related to these sectors.

Before his appointment in the terrorist organization, he held the position of business ombudsman for the Voronezh region.

He is accused of infringing on the sovereignty and territorial integrity of Ukraine, willfully violating the state border of Ukraine with the aim of infiltrating territories occupied by Russian invaders, and being an accomplice to the crimes of the Russian authorities against Ukraine and its citizens.
