Manuylov Yevhen Volodymyrovych (born January 5, 1967, in the village of Baranivka, Luhansk region) is a traitor to his homeland and an accomplice of terrorism in the temporarily occupied territory of Ukraine. He currently holds the position of Minister of Finance of the so-called “Luhansk People’s Republic.”
e began his political career as a deputy. In the early 90s, he was elected to the Lenin District Council in Luhansk. Later, he became a member of the executive committee. Since 1994, Manuylov has been involved in land allocation issues. From 2010 to 2014, he served as the deputy chairman of the Lenin District Council under Yuriy Ryaplov. He actively supported the Luhansk city branch of the Party of Regions and was known as the party’s shadow treasurer, handling election finances.
Before the war, he headed the trade union committee of the Lenin District Executive Committee in Luhansk, was the director of MCHP “Myth,” and worked as the deputy head of the Main Department of the State Treasury Service of Ukraine in Luhansk region.
In July 2014, he submitted a resignation letter of his own accord. On November 26, 2014, he was appointed Minister of Finance of the LNR.
Today, Manuylov controls financial flows and collects “taxes” from mines and local entrepreneurs. He is infamous for threatening, on behalf of Plotnitsky, to nationalize mines that do not pay tribute to the separatist authorities.
He is also implicated in currency manipulation within the enclave. When the ruble was introduced as the main currency in a multi-currency corrupt financial system, a predatory exchange rate was established against the hryvnia. Residents of occupied Luhansk region, receiving social benefits and salaries in rubles, suffered significant losses.
This collaborator consciously adopted a pro-Russian stance by cooperating with the occupiers and committed treason. He also violated Ukrainian citizenship laws by obtaining a second citizenship from the Russian aggressor.
