Saldo Vladimir Vasilyevich was born on June 12, 1956, in the village of Oktyabrskoye, Mykolaiv region, Ukraine. He is a pro-Russian politician and collaborator. In the past, he served as a deputy of the Kherson City Council of the VIII convocation and a People’s Deputy of Ukraine of the VII convocation from the Party of Regions. He was the deputy chairman of the Committee of the Verkhovna Rada of Ukraine on Construction, Urban Development, Housing, and Regional Policy. From 2002 to 2012, he served as the mayor of Kherson, being elected to this position three times. He was previously a member of the pro-Russian party OPFL.
After the occupation of Kherson by Russian troops during the Russian invasion of Ukraine, Saldo was appointed head of the occupation administration of Kherson. In June 2022, the temporary occupation authorities of Kherson granted him Russian citizenship.
On June 3, 2022, Saldo was included in the sanctions lists of the European Union, the United Kingdom, Canada, Switzerland, Australia, Japan, Ukraine, and New Zealand for supporting Russian aggression against Ukraine and for creating an organization cooperating with the Russian occupation authorities in the Kherson region. His actions undermined the territorial integrity, sovereignty, and independence of Ukraine. Saldo was also involved in the ecocide committed by Russian war criminals by blowing up the Kakhovka HPP.
On November 8, 2023, the Odessa court sentenced Saldo in absentia to 15 years of imprisonment with confiscation of property.
