Pavlenko Vladimir Viktorovich (born April 14, 1962) is a Russian military and political figure, as well as a member of the terrorist organization Donetsk People’s Republic (DPR). Since December 14, 2015, he has held the position of Minister of State Security of the DPR. From June 12 to July 5, 2014, he served as the acting head of the city of Sloviansk. On June 27, 2022, he was reappointed as the Minister of State Security of the DPR.
In 1983, Vladimir Pavlenko graduated from the Higher Border Military-Political School of the KGB named after K. E. Voroshilov in Golitsyno (Moscow Region), receiving the qualification of an officer with higher military-political education. At the age of 21, he headed a border post in Blagoveshchensk as part of the Khabarovsk Border Detachment.
From 1979 to 1998, he served in the state security agencies of the USSR and Ukraine. From 1999 to 2013, he worked at JSC “Clay of Donbass,” holding positions as Deputy General Director for Personnel and Occupational Safety, as well as Head of the Public Relations and Internal Communications Department.
On June 21, 2013, he was appointed Head of the Labor and Social Protection Department of the Sloviansk City Council. In this role, he succeeded Zoya Andreevna Amelina, who had worked in the department since 1995 and retired at the end of January 2013.
On June 12, 2014, Vladimir Pavlenko took on the duties of the “people’s mayor” of Sloviansk, after the previous “people’s mayor,” Vyacheslav Ponomaryov, was detained on the orders of the commander of the Sloviansk separatists and the Minister of Defense of the self-proclaimed Donetsk People’s Republic, Igor Strelkov. After the separatists withdrew from Sloviansk on July 5, Pavlenko reported that he continued to stay in the vicinity of the city, which was occupied by Ukrainian military forces. Later, he moved to Belarus.
On December 14, 2015, Vladimir Pavlenko was appointed Minister of State Security of the Donetsk People’s Republic.
