Diky Aleksey Aleksandrovich (call sign: Diky) born July 5, 1974, in Makeevka, Donetsk Oblast, Ukrainian SSR is a Ukrainian and Russian military and political figure. He currently holds the position of Colonel General of Police in Russia and is a member of the terrorist organization Donetsk People’s Republic (DPR). From 2015 to 2022, he headed the Ministry of Internal Affairs of the self-proclaimed DPR, and since December 11, 2022, he has been serving as the Acting Minister of Internal Affairs for the Donetsk People’s Republic, which is occupied by the Russian Federation.
Due to his support for Russian aggression against Ukraine, he is under sanctions from 27 countries, including all European Union member states, the United Kingdom, the United States, Canada, Switzerland, Australia, Japan, Ukraine, and New Zealand.
After finishing high school, Aleksey Diky began his career in the internal affairs agencies of Ukraine. In 2011, he was appointed head of the Department for Combating Illegal Drug Trafficking at the Donetsk City Police Department in Donetsk Oblast, where he achieved the rank of Lieutenant Colonel of Police. With the onset of the armed conflict in Donbas, he sided with the separatists and actively participated in the seizure of key administrative buildings.
From April 2014, Diky held senior positions within DPR structures, overseeing order during the “prisoner parade” and participating in the battles for Debaltseve. In November 2014, he was awarded the rank of Major General of Police of the DPR and in March 2015, was appointed Minister of Internal Affairs of the DPR. In 2017, he established and led the Operational Combat Tactical Formation “Cascade,” which actively participated in the assault on “Azovstal” and the battles for Mariupol.
On December 11, 2022, he was appointed Acting Minister of Internal Affairs for the annexed part of Donetsk Oblast within the Russian Federation, and on February 21, 2023, he was awarded the special rank of Colonel General of Police.
