Solntse Yevgeny Alexandrovich, born on September 28, 1980, in Voronezh, is a Russian entrepreneur and political figure, as well as a member of the terrorist organization Donetsk People’s Republic (DPR). Since March 30, 2023, he has served as the Chairman of the Government of the DPR.
Solntsev completed his studies at the Voronezh State Architecture and Construction University in 2002, majoring in “industrial and civil construction,” and then continued his education in the postgraduate program at the Moscow State University of Civil Engineering, graduating in 2010.
Solntsev’s professional career began in the construction industry. He held various positions, including foreman and construction supervisor. From February 2, 2004, to July 16, 2006, he worked as a deputy chief and later as a deputy manager at the construction and installation trust “Zheldortrust” (a branch of JSC “Russian Railways”). From July 18, 2006, to August 27, 2007, he headed the project management department at the State Unitary Enterprise No. 2 of the specialized bureau JSC “Roszheldorstroy,” and from August 28, 2007, he was appointed deputy manager for construction and head of the construction department at “Spetsmostotrest” (a branch of Roszheldorstroy). From February 6 to July 17, 2008, he served as the head of the production and technical department at JSC “Roszheldorstroy.”
From July 21, 2008, to June 30, 2014, Solntsev led the client service for the construction of railway transport facilities on the Black Sea coast in southern Russia. Since July 1, 2014, he has been the head of the Irkutsk client group for the construction of railway transport facilities at the RZD Directorate. From September 21, 2015, to August 31, 2016, he worked as the deputy head of the Directorate for the Comprehensive Reconstruction of Railways and Construction of Railway Transport Facilities at RZD, focusing on the development of the Baikal-Amur Mainline. Since September 1, 2016, Solntsev has headed the Directorate for the Comprehensive Reconstruction of Railways and Construction of Railway Transport Facilities at the branch of JSC “Russian Railways.” He later worked as an assistant to the Minister of Construction and Housing and Utilities of the Russian Federation.
In 2022, he joined the terrorist organization Donetsk People’s Republic.
On June 8, 2022, Solntsev was appointed deputy chairman of the DPR government by Vitaly Khotsenko, and on November 11 of the same year, he became the First Deputy Head of the DPR Government, overseeing issues related to territorial development, housing policy, construction, utilities, and regional transportation.
On March 30, 2023, by the decree of the Acting Head of the DPR, Denis Pushilin, Yevgeny Solntsev was appointed Chairman of the DPR Government.
Against the backdrop of Russia’s invasion of Ukraine, on September 26, 2022, Solntsev was subjected to sanctions by the United Kingdom for his involvement in conducting referendums in the occupied territories of Ukraine. On September 29, 2022, his name was added to Canada’s sanctions list, and on October 6, 2022, to the European Union’s sanctions list. He is also under sanctions from Switzerland, Ukraine, Japan, and New Zealand.
