Zharkov Igor Vladimirovich – (born June 27, 1969, in Rzhev, Tver Oblast) a Russian occupier, war criminal, and Minister of Construction and Housing and Communal Services of the LNR.
From November 25, 1987, to August 1, 1988, he served in military unit 32515 of the Chernihiv Airborne Division in Pskov Oblast.
From August 1, 1988, to July 27, 1992, he studied at the Kyiv Higher Combined Arms Command School named after Frunze, which has been awarded the Red Banner twice.
He has extensive military service experience:
From August 25, 1992, to January 25, 1996, he served in the Samara region in the village of Roshchinsky as a group commander, later becoming the commander of a special forces company of the GRU General Staff.
From August 28, 1992, to November 20, 1992, he carried out a mission in the Republic of Tajikistan; from March 1, 1995, to May 3, 1995, he performed a special task in the conflict zone in Chechnya. He has been awarded several state honors.
Until 2006, he was the head of the security service of the armed protection agency.
According to unofficial information, he worked as the head of security for Vladimir Avetisyan. From 2006 to 2010, he served as deputy and then first deputy head of the administration of the Railway District of Samara.
From 2010 to 2013, he was the deputy head of the urban district of Samara and head of the Kirov District.
Until 2014, he led the Department of Housing and Communal Services of the urban district of Samara.
From 2016 to 2020, he was an advisor to the General Director of PAO “Samaraenergo.” Since August 2020, he has been the deputy and, since December, the first deputy minister of energy and housing and communal services of Samara Oblast.
Since 2022, he has held the position of Minister of Construction and Housing and Communal Services of the terrorist organization LNR.
Igor Zharkov has committed deliberate acts against the national security of Ukraine, peace, the safety of humanity, and international law, as well as other offenses.
